On September 26, 2022, the Village of Willowbrook Board voted to amend the water billing structure and rates beginning January 1, 2023. This is the first time the water rates structure has changed since 2015. The main reason as to why the Village changed the water rate structure was due to the 25% increase in fees since 2015 from the DuPage Water Commission. Meanwhile, the Village Board has only approved one change, which was a 12% increase in 2015 and has held the line for the past seven years.
The Board, staff, and an outside engineering firm, Christopher Burke Engineering, worked through long-term system infrastructure needs and billing rates for residential and commercial properties to create a fiscally responsible rate structure change.
At their January 9, 2023 Village Board meeting, Village staff recommended altering the approved water rate structure for residential units only. The only changes from the October 2022 approved model, is rather than having all residents pay the fixed monthly fee of $15.00 and a base rate of $10.00 per 1,000 gallons, water billing will be separated out by tiers that are determined by usage. The second and final change will include separating out Single-Family Residential and Multi-Family. The ranges are outlined below:
- 0-12,000 monthly gallons used equates to a $5.00 fixed monthly fee and a $10.00 per 1,000 gallons used base rate.
- 12,001-20,000 monthly gallons used equates to a $10.00 fixed monthly fee and a $10.50 per 1,000 gallons used base rate.
- 20,001 monthly gallons used equates to a $15.00 fixed monthly fee and a $10.75 per 1,000 gallons used base rate.
